Subject: Extraterrestrial Exposure Regulation Removed 1991

The Federal Regulation designed for NASA astronauts in 1969 about extraterrestrial exposure was removed from Federal Regulations in 1991.

The National Archives will still send an e-mail copy of the regulation, but it is no longer in effect.

This regulation was dangerous, because could have been used to imprison or intimidate UFO witnesses.

Just to end the thread on the Extraterrestrial Exposure regulation that was adopted in 1969 and removed in 1991, I will give the long winded details.

Code of Federal Regulations, edition of Jan. 1, 1997, Volume 14, Part 1200 to end, (Cat#AE2.106/3:14/P. 1200-end/997) Part 1211 on page 75 says: "Reserved". Turn to back of Volume, and from page 481 is a section titled, "List of CFR Sections affected" which lists by year, all changes to the CFR made since 1986.

On page 484, under 1991, Part 1211 is listed as "Removed", referencing CFR56 P 19259 as the change announcement. On the reference page it states: "NASA is removing 14 CFR Part 1211 since it has served its purpose and is no longer in keeping with current policy."

Okay, it was removed in 1991 and is no longer in effect, period. Obviously, the CFR on the internet is not being kept up to date.

AS IF ASTRONAUTS DIDN'T ALREADY HAVE ENOUGH TO WORRY ABOUT, AN OBSCURE NASA REGULATION MADE IT ILLEGAL FOR THEM TO TOUCH ALIENS.

Little did Captain Kirk know that after he kissed a Klingon, he should have had those lips quarantined. OK, so it's just a TV show, but skipping out on quarantine procedures after making contact with extraterrestrials was actually illegal until 1991 under an obscure NASA regulation.

The Extraterrestrial Exposure Law, enacted by NASA on July 16, 1969 (the date of the Apollo-11 launch), provided fines of up to $5,000 and prison time of up to one year for anyone who violated strict quarantine procedures after being "extraterrestrially exposed." Quite an explicit rule for a government that has endlessly denied the existence of other intelligent life forms.

In an effort to be perfectly clear, NASA provided the following definitions:

"Extraterrestrially exposed" means the state or condition of any person, property, animal or other form of life or matter whatever, who or which has:

1. Touched directly or come within the atmospheric envelope of any other celestial body; or

2. Touched directly or been in close proximity to any person, property, animal or other form of life or matter who or which has been extraterrestrially exposed [so hold back the urge...]

1. For example, if person or thing "A" touches the surface of the Moon, and on "A"'s return to the Earth, "B" touches "A" and, subsequently, "C" touches "B," all of these--"A" through "C" inclusive--would be extraterrestrially exposed... [Got it?]

2. "Quarantine" means the detention, examination and decontamination of any person, property, animal or other form of life or matter whatever that is extraterrestrially exposed, and includes the apprehension or seizure of such person, property, animal or other form of life or matter whatever.

NASA also stressed that the regulation applied to "NASA manned and unmanned space missions which land on or come within the atmospheric envelope of a celestial body and return to the Earth." The rule does not apply to you and me. In other words, if the little green men land in your backyard, you have NASA's permission to invite them in for tea.

UFO buffs note that the law has mysteriously vanished

from the U.S. Code of Federal Regulations, with only the cryptic legend "Reserved" to be found where 14 CFR Part 1211 used to be. What happened, says NASA public affairs specialist Elsie Weigel, is that NASA removed the regulation in April 1991 "because we never found any aliens." Officially, the Extraterrestrial Exposure Law "has served its purpose and is no longer in keeping with our policy," NASA says.

NASA has "reserved" Section 1211, perhaps so that similar regulations can be reinstated if the agency ever sends humans to another celestial body, or brings back samples via an unmanned probe. If the planned earthling mission to collect samples from Mars takes place on schedule in year 2009, Americans may once again be subject to the Extraterrestrial Exposure Law.

Until then, you have NASA's consent to be abducted by aliens and return home quarantine-free.

The Truth Is Worrying about a removed NASA law is a waste of time.

A review of the above:

1) was actually illegal _until 1991_ under an obscure NASA regulation. <note: it's not illegal anymore>

2) The rule does not apply to you and me. In other words, if the little green men land in your backyard, you have NASA's permission to invite them in for tea.

3) UFO buffs note that the law has mysteriously vanished from the U.S. Code of Federal Regulations, with only the cryptic legend "Reserved" to be found where 14 CFR Part 1211 used to be. <once again there is no law>

4) ...you have NASA's consent to be abducted by aliens and return home quarantine-free. <it only applied to NASA missions>

Whether you believe in aliens or abductions, (or not) the point is that the warnings about this law, and requests that you write your Congressmen (or anyone else) are a waste of time.

FORT BENNING, Ga. -- The truth may be out there for UFO conspiracy buffs, but here military officials admit flying saucers have taken over the skies.

The U.S. Army has been test-flying the CYPHERh1 Unmanned Aerial Vehicle - a doughnut-shaped aircraft - for the past six years at the military post just outside of Columbus.

CYPHER uses two sets of rotating blades that are mounted in the aircraft's center to propel the machine. Hence, giving the aircraft its whirring sound and UFO look.

The aircraft's design allows it to hover over an area for as long as the fuel lasts. That capability distinguishes it from other unmanned aircraft currently being tested, said Mike Barnes, project director at the military post.

CYPHER, which earned its name because of its ability to decode underground structures and secret tunnels, was created by Sikorsky Aircraft Inc. in Los Angeles.

"The uses are absolutely endless,'' said test pilot Pvt. Brent Satterfield of Fort McClellan, Ala. "If we had a hostage situation, we could use an infrared camera (in the CYPHER) to find out where everyone is in the house, where the exits are, and then we can plan out a better plan of attack.''

The aircraft could also be used to drop off supplies to soldiers or disburse unruly crowds without subjecting pilots to danger, Barnes said. "We take these technologies and put them in the hands of soldiers and see if they can help them perform their mission,'' he said. But Barnes and military officials admit, it's the CYPHER's covert capabilities that make it even more appealing.

Inside the CYPHER, a video camera and a navigation computer - similar to those used in cruise missiles - would allow the military to survey enemy territory and areas attacked by poison gas or other hazardous bombs.

Sikorsky, which also manufactured the UH-1 Huey and UH-60 Black Hawk helicopters, also made room for a pilot onboard the CYPHER.

During a test flight Tuesday, Spc. Jacob Terrell, 21, flew the CYPHER over a crowd of cardboard dummies and hovered 150 feet above the ground before releasing canisters of smoke - simulating tear gas.

"It was just like a computer game. It's extremely easy to fly,'' Terrell said. If Army officials in Washington approve of the aircraft, CYPHER engineers say they can build the aircraft in a variety of sizes - from a 40-pound model that can be carried in a backpack to the size of a cargo helicopter. A price tag has not yet been set and officials would not comment on the price of the prototype.

While military officials and Columbus police say they have yet to receive reports of UFO sightings when the CYPHER is tested, engineers and military officials laugh at theories fueled by the Internet and television shows, such as Fox's ``X-Files,'' that such technology is alien in origin.

TWA 800: The Controversy Continues

The CIA used a "video simulation" to conclude that witnesses to the crash of TWA Flight 800 didn't see a missile striking the plane -- they merely saw pieces of the plane disintegrating and jet fuel igniting before they heard the sound of the explosion. How thoughtful of them to take care of that lingering doubt for us. The CIA, of course, would NEVER lie, and these newfangled "video simulations" are never wrong, right? But for some reason, these *#&%@# conspiracy nuts just won't drop their wacko theories that maybe, just MAYBE, there was more to the crash than the government was willing to admit, for reasons stemming from own culpability in the disaster. As the FBI attempts to slam the door on TWA 800 for good, controversy over incident blazes on. We'll have an update on the latest news related to the case.

President Clintonh1 was intrigued by UFOs and wanted to know if they really existed, says a new book by his golfing pal, disgraced Justice Department official Webb Hubbell.

Hubbell says finding out about UFOs was one of the top priorities Clinton gave him in sending him over to a job as one of Attorney General Janet Reno's top deputies.

Clinton had said, "if I put you over at Justice I want you to find the answers to two questions for me," Hubbell recounts.

"One, who killed JFK. And two, are there UFOs."

"Clinton was dead serious. I had looked into both, but wasn't satisfied with the answers I was getting," Hubbell adds.

Hubbell describes his failure to find out about JFK and UFOs as a big regret when he had to resign as associate attorney general and pleaded guilty to bilking law clients of $482,000.

Whitewater figure Jim McDougal has said Hubbell - who worked closely with Mrs. Clinton and former White House lawyer Vincent Foster at Little Rock's Rose law Firm - "knows where the bodies are buried" on the land deal, but he stays pretty closed-mouthed in the book "Friends in High Places."

The book touched off a courtroom battle when Whitewater counsel Ken Starr tried to subpoena early drafts. Starr backed off, and in any case Hubbell's book insists he can't remember much.

But Hubbell does toss out a tantalizing aside in examining why Bill Clinton decided against running for president in 1988: a remark from Hillary that, "We've got to straighten up Whitewater."

The book portrays Hillary Clinton as an ambitious woman who dreamed of succeeding her husband as Arkansas governor and paints Bill Clinton as someone unable to face his wife on whether she should use his last name or hers.

Hubbell recounts that in 1981, after Clinton got beaten for re-election as Arkansas governor - a campaign in which his wife's use of her maiden name, Rodham, was an issue - he asked Hubbell to press her to change her name.

He quotes Clinton as saying: "She needs to do this ... Webb, you're her friend. Will you talk to her about it?"

Hubbell says he did so and Mrs. Clinton agreed - "but I suspect it hurt for some reasons she's never understood herself."

Later in 1990, Hillary Clinton seriously talked of running to succeed her husband as Arkansas governor when Bill Clinton seemed bored with the job, he adds.

"Hillary had actually floated her candidacy past Vince Foster and me in the event that Bill didn't run," writes Hubbell, then a law partner of Mrs. Clinton's and Foster's.

"We questioned whether if the reason Bill wasn't running was he had been in office too long, voters would think they were just getting the same thing."

Hubbell adds that Mrs. Clinton "talked about how it might energize a new generation of females in the state, and when she said that, I knew she was really thinking about it."

I have been dreaming again. Here is a nightmare to share with the faint of heart, and the brave alike.

A while back, I saw in the clouds, something that gave me a strong thought about volcanoes. I told Jean Pierre to watch the news for erupting volcanoes Two days later, he reported to me about Montserrat.

Later, I saw extreme weather, and the coastline of California I told Jean Pierre. But I came across the news of El Nino myself. The reports and predictions are very severe.

The project HAARP is rumored to be capable of affecting the weather. The ice age is overdue. Winter approaches. Observing the last few years, there have been some weather problems of severity.

I read a report on Phikent's site, permission from David Kressman, Director, STA. In it was a neat summary about the "zapping" during Art Bell's show. One caller mentioned, said something about "major population centers" going to be hit by disasters, and that the Government knows this. Another caller claimed to be from Area 51 (S1?), and said his job was to close gaps, and the first caller would not be heard from again. The network had been "pulsed".

Another caller said that there were some workers from the Cheyenne Mountain nuclear-hardened underground base going around persuading people to move to South America.

The world is over-populated. Wars risk nuclear contamination. I was dreaming that it could be so, if there is truth in various bits of information, that a mini ice-age could hit the Northern Hemisphere pretty darn quick.

It would be a temporary one, Killing off many millions of humans. After that, The survivors would have a world with less pollution, more food, and all the benefits of accumulated knowledge.

Do the survivors to be KNOW who they are? Are they ready even at this moment?

Death would not be overnight, and a lot of clean-up would be required to be done. Naturally, FEMA would come in effect, similar to the prediction by Milton William Cooper, in his book, "Behold a Pale Horse"

A "Natural Disaster". We'll never know. -IT WOULD PROBABLY BE THE "GREYS", CONTROLLING NATURE'S FORCES.

If a volcano DID erupt drastically, filling the atmosphere with poisons and dust, the warmth from the sun would be blocked . . . .

But again dreaming, of course, I see that earthquakes can be re-directed through underground explosions They can use explosions to take some of the stress off a fault line. Can volcanoes be triggered by bombs?

Nature can be almost as drastic as humans, sometimes. I'm scared just a little bit, that my nightmare is now everybody's nightmare The frequency topic on Phikent's site, coming from me and other sources, needs some explaining It needs explaining in the sense that, if there really IS something going on (besides my imagination), then what is it? Why is it happening? Why would Art Bell be blocked from broadcasting IF it was intentional, during the testimony of a man who screamed and screeched while trying to warn us (ostensibly)?

May we rest in peace . . .

A. --- Eulogy for Colonel Steve Wilson --- 11/25/97

We have all experienced a loss with the passing of Colonel Steve Wilson last Friday. This brave and forthright man, former head of USAF/Nat'l Recon Org.'s UFO-confiscating Project Pounce, and most recently director of Skywatch Internet UFO newsgroup, dared to admit that he was no longer proud of many things he had done for the UFO Cover-Up. In an attempt to correct things, he embarked on a daring program of publicly revealing detailed information about U.S.- manufactured antigravity craft, their origin from ET technology, and the key organizations and individuals involved in the UFO Cover-Up.

For his patriotic efforts to respect the right of the people in a democracy to know what their government is doing, the Colonel was threatened with death more than once. He had to move and kept personal details private.

He succeeded magnificently in helping blow the lid off the UFO Cover-Up. He is an example of the maxim that personal integrity is always the core morality, and takes precedence over secrecy contracts demanded by extra-constitutional shadow agencies.

As he moves back to Source, let us each pause for a moment to recall and honor an officer, a patriot, and a true American.
